David Plavin
Mr. Plavin an expert in airport policy and planning, including the use of alternative fuels at airports. This experience includes his leadership at the Port Authority of New York and New Jersey and ACI-NA. Mr. Plavin's knowledge has been used by the Airport Cooperative Research Council to support ACRP 02-18, which provides guidelines for integrating alternative jet fuel into the airport setting and ACRP 02-36, which will provide tools to help airports evaluate multiple alternative fuel options.

As head of ACI-NA Mr. Plavin became an expert in the regulatory framework in which North American airports and airlines operate, and has represented the interests of that organization's diverse membership before the U.S. Department of Transportation, Transport Canada, the FAA, the Department of Homeland Security, the Transportation Security Administration, Customs and Border Protection, and the U.S. Congress. Internationally, he represented ACI-NA at the International Civil Aviation Organization and before individual governments. In 2000 he was appointed to the Federal Aviation Management Advisory Council.

Mr. Plavin holds a BA from Dartmouth College and a Master of Regional Planning from the Maxwell Graduate School of Public Affairs at Syracuse University.
